Tate-Poitou duality and Tate-Shafarevich groups of motivic cohology

We will define higher Chow groups and explain basic properties of them.  
 
As for abelian varieties, one can study the failure of the Hasse principle for motivic cohomology. We give some preliminary results and conjectures (this is work in progress).
